One more shot (in the dark?)

Load your .DBF file into excel (->file ->open ....)

->Save As .XLS (use an older version - NOT excel 2000 or even 97)

Use client access express transfer tool to CREATE an AS/400 database file.  

I've done the .xls to DB2/400 piece - so I know that works.  E-mail me the .DBF 
file if you like & I will play with it.
