As stated by others, you want to use CRTPF (Create Physical File) to create
a data file.  Look for a file called QDDSSRC or QS36DDSSRC on your system,
which should contain the Database Data Structure files for your existing files.

What I have done in the past is copy one of these files (3 on the line using 
PDM)

and give it a new name then modify this copy.

If you want to change your RATE file, there are steps involved to do it.

1. Make a backup of your DDS so you can revert to it when you mess up.
2. Modify the DDS file of RATE to include the new fields you want to add.
3. Copy your existing RATE file to another file
4. Compile your RATE DDS file (which will overwrite your existing RATE file)
5. Copy your backup of the RATE file you made to your new RATE file
specifying *MAP for FMTOPT.
6. Recompile every program that uses the RATE file.

If anyone knows a better way, I would like to know it.
