    I feel your pain, bro.  Check out this link:

    Skip down to the bullet point that begins, "If you develop your 
application on V3R6 or later, specific actions must be taken to allow 
deployment on V3R2 or V3R1."

    The section contains a long convoluted technical excuse as to why 
you are most likely having your problem.  The last sentence is the 
kicker "To resolve the issue, programs using these specific UNIX APIs 
must be bound (linked) on the platform on which they will run. This 
is the limitation created by giving early access to the UNIX APIs on 
the CISC hardware."

    (UNIX APIs being anything listed in the table shown there, 
including sockets, POSIX file I/O, TCP/IP, on down.)

    Basically means you have to have a CISC machine to link on.
