John, 

In order to effectively gauge whether you need more memory or not, you need
first to do a little tuning. Your question indicates that you probably will
need some help. I recommend hiring a consultant for a day or two to educate
you and assist in getting things straightened around. This person should
probably have some familiarity with Domino on the AS/400 also. This will
allow you to understand how the system works and solve your work management
problem in one fell swoop. It's not all that mysterious, but your question
is a pretty tall order for a forum like this. It really requires eyeballs
and ears on site. It will require an IPL also, so plan accordingly.
