As an alternative method to start TCP/IP (and supposedly the way IBM is
going to use as a default in future).

On your V4R3 system you will find an IBM supplied JOBD called QTOCSTRTCP.
Add an autostart job entry to QSYSWRK:
     ADDAJE SBSD(QSYSWRK) JOB(STRUPTCPIP) JOBD(QSYS/QTOCSTRTCP)

In the startup program, QSYSWRK starts when another subsystem is started.
Usually the QSTRUP had QSPL as first subsystem started. You still need to
leave a delay for TCP/IP to start before starting QSERVER subsystem (which
includes the NetServer job):
     PGM
     DCL VAR(&STRWTRS) TYPE(*CHAR) LEN(1)
     DCL VAR(&CTLSBSD) TYPE(*CHAR) LEN(20)
     DCL VAR(&CPYR) TYPE(*CHAR) LEN(90) VALUE('5769-SS1 (C) COPYRIGHT-
IBM CORP 1980, 1997. LICENSED MATERIAL - PROGRAM PROPERTY OF
IBM')

     MONMSG MSGID(CPF0000)

     CHGJOB LOG(4 0 *SECLVL) LOGCLPGM(*YES)

     QSYS/STRSBS SBSD(QSPL)
     DLYJOB DLY(60) /* Allow QSYSWRK subsystem & it's +
                    auto-start jobs (like TCP/IP - using JOBD +
QTOCSTRTCP) to start before QSERVER. */
     QSYS/STRSBS SBSD(QSERVER)
     ...

Thanks Roger Pence and Guy Murphy for your quick responses. I was not
starting TCP/IP before starting QSERVER which contained the prestart job
for
NetServer. I have made the changes to my QSTRUP program so NetServer
should
be running after an IPL now. Thanks again for your help.

TCP/IP has to be completely running before you start NetServer..
For V4R3, use these lines in your startup program to start NetServer:
STRTCP
DLYJOB DLY(60) (to let TCP fully start)
CALL QZLSSTRS PARM '0' x'0000000') (start NetServer)
There is _lots_ of NetServer documentation on the Web.

Make sure you have started TCP/IP in your IPL startup program before
you start anything else.
