As an alternative method to start TCP/IP (and supposedly the way IBM is
going to use as a default in future).

On your V4R3 system you will find an IBM supplied JOBD called QTOCSTRTCP.
Add an autostart job entry to QSYSWRK:
     ADDAJE SBSD(QSYSWRK) JOB(STRUPTCPIP) JOBD(QSYS/QTOCSTRTCP)

In the startup program, QSYSWRK starts when another subsystem is started.
Usually the QSTRUP had QSPL as first subsystem started.  You still need to
leave a delay for TCP/IP to start before starting QSERVER subsystem (which
includes the NetServer job):
     PGM
     DCL VAR(&STRWTRS) TYPE(*CHAR) LEN(1)
     DCL VAR(&CTLSBSD) TYPE(*CHAR) LEN(20)

Thanks Roger Pence and Guy Murphy for your quick responses.  I was not
starting TCP/IP before starting QSERVER which contained the prestart job
for
NetServer.  I have made the changes to my QSTRUP program so NetServer
should
be running after an IPL now.  Thanks again for your help.
