Thanks Roger Pence and Guy Murphy for your quick responses.  I was not
starting TCP/IP before starting QSERVER which contained the prestart job for
NetServer.  I have made the changes to my QSTRUP program so NetServer should
be running after an IPL now.  Thanks again for your help.

TCP/IP has to be completely running before you start NetServer.. 

For V4R3, use these lines in your startup program to start NetServer:

STRTCP
DLYJOB DLY(60) (to let TCP fully start)
CALL QZLSSTRS PARM '0' x'0000000')  (start NetServer)

There is _lots_ of NetServer documentation on the Web.
