Here's the response I got from the developer who worked on the perl port...

Subject: Re: FW: Using PERL On The HTTP Web Server

The MAP and EXEC directives are pretty clear in the sample
configuration. The problem is that scripts cannot be executed
directly by the web server. you have to create a small CL
program that the web server calls that then calls the script.
You need something like this:

        Exec /cgi-bin /QSYS.LIB/CGIBIN.LIB/*

Then, create a program, "TEST":

        PGM
        CALL PERL5/PERL PARM('/qopensys/cgi-scripts/test.pl')
        ENDPGM

and place it in CGIBIN. Finally, create a perl script called
'test.pl' and store it in /qopensys/cgi-scripts:

        print <<__HERE__
        Content-type: text/html

        <HTML>
        <HEAD>
        <TITLE>Test!</TITLE
        </HEAD>
        <BODY>
        <H1>This is a test page</H!>
        <P>Hi there!
        </BODY>
        </HTML>
        __HERE__

Once this is all set up, then your CGI program should work just
fine.
