Something sounds wrong, but QSECOFR should not be authorized to any
workstation without explicit authority (because system value QLMTSECOFR is
shipped as '1').

You can explicit authorize DSP01 to QSECOFR as QPGMR, and go ahead.  (I
understand that this sounds silly, but that's the way it is).
