The MONMSG command monitors for escape, notify and status messages sent to the program message queue. The CPA4067 is sent as an inquiry message to QSYSOPR, which is why it is not picked up by the MONMSG. The inquiry message needs a response; MONMSG does not provide the default reply. Probably the simplest solution is to add a CLRSAVF before each SAVLIB.
