Look at DIALINIT  parameter of controller decription.
It defaults to *LINKTYPE, which is normally same as *DELAY. It means system will
dial out only when session is requested (as in STRPASTHR). If you change it to
*IMMED, system will dial out as soon as you vary on controller description.

I have set up Line, Ctl and dev and vary on Line and Ctl.

I was hoping that the line would go active but this only happens when I attempt
STRPASTHR.

The AUTOCALL and AUTODIAL parameters of the LIND are set to *YES -

how can I invoke an auto dial?

Any ideas
