You can backup User profiles with the SAVSECDTA command, and then restore them to the new machine with RSTUSRPRF, where you can select one profile, generic profiles, or all profiles. As for security levels, Management should have no idea that you are running level 40 vs level 30 unless they write MI programs ;) You are right to stand firm on level 40.
