Question on migrating migrating user profiles

I have a small AS400 used only to run a plant payroll package for multiple
plants.  My company is now going to migrate from VSE mainframe to AS400 (using
JBA for manufacturing and financials) and the first step is to migrate the plant
payroll package.  Is their an easy way to re-create or migrate my user profiles
from the small machine to the new larger machine.  My small production machine
is running V3R2M0 with a security level of 30 and the new machine is running
V4R3M0 with a default security level of 40.  The IBM documentation on security
now recommends level 40 and I would like to keep this system value if management
will allow it, since we plan to connect this machine to the internet in the
future.
