VLTASK is a system task, which writes entries to VLIC log. If it takes a lot of CPU, it means that smth is wrong and some process is generating lots of entries in the log. Have a look at the log: STRSST - 1 - 5 -1 - . You may also look at other unusual activities on system - QSYSOPR, history log, joblogs, etc. - all the usual places you look when smth goes wrong.
