There is a system value, QSTRUPPGM, which contains the qualified name of a
program to run when the controlling subsystem (defined in the system value
QCTLSBSD) is started.

The IBM default value for QSTRUPPGM is a program called QSTRUP in QSYS,
which is retrievable.  The program may change from release to release.
