It's autostart job entry QSTRUPJD in QCTL (or QBASE) subsystem description,
which points to QSTRUPJD  job description in QSYS, which in turn will call
a program  QSYS/QWDAJPGM,
which in its own turn will call whatever program is specified in QSTRUPPGM
system value.
