The system value QLMTSECOFR is defaulted to '1'.  This means that you need
explicit authority to a device if you have *ALLOBJ or *SERVICE authority.
Changing this system value to '0' will fix the problem on a system wide
level.  You can not circumvent this at the *USRPRF level.
