Full time connections cost anywhere from $300 to $2000 per month based on
the speed you want.  In most cases you'll have to pay the phone provider and
an ISP.

A customer of mine in Jersey City, NJ pays $239 to Bell Atlantic and $250 to
an ISP for 128K ISDN service.  THis is MORE THAN ENOUGH bandwidth for
developers, and even enough for a lower activity web site.  Don't get caught
up in T1, Frame, etc. for Developers downloading programs or signing on with
5250 emulation.  A full 5250 data stream can't be more than 1920 bytes.
This will download over 28.8 in less than a second.

This same customer is in a DSL ready area, he could get similar speeds for
$250 combined.  Go with DSL if you can get it.

CCA uses a dialup line to support our developers.  We use a 33.6 modem and a
local call to our ISP who charges $70 per month.  We don't host our web site
here because we shut down the line at night or when not in use.  We use PPP
dialup from our V4R3 machine to the ISP.

If you go with a dedicated connection, I recommend finding an ISP that you
trust and let them order the phone service for you, config a router, and
deliver it to you.  All that you will need to do is plug the router into the
phone jack, the hub, add a route to the 400 config, and you're on.

Of course if you want a firewall, that's another story.  You won't be able
to use dialup lines and the config won't be quick.  If you're not familiar
with setting up a firewall, hire somebody.  I wasn't familiar, and I didn't
hire somebody, and I wish I did.
