The CF setting specifies a command function key that the user can press,
not an indicator.

I think you're wrong. You should be able to specify both and condition them
on opposite settings of the same indicator. You can also use the SFLMODE
keyword to return the current fold/drop status of the subfile. SFLMODE
specifies a 1 character hidden field in the subfile control record. It
contains 0 if folded or 1 if dropped (truncated). If you condition SFLDROP
on the *ON setting of the indicator and SFLFOLD on the *OFF setting you
should be able just to move the hidden field to the conditioning indicator
immediately after reading the control format.
