You have two misunderstanding here:

The CF indicator does not control how it gets displayed on an output
operation -- it just defines what key is used by the operator to
reverse the currently displayed state.

The key is to add conditioning indicators (e.g. col 8-10) with
opposite states, such as:

     A  39                                  SFLDROP(CF11)
     A N39                                 SFLFOLD(CF11)

Then seton 39 when you want to display it truncated and setoff 39 when
you want to display it folded.

Although not directly related to your question, note that you can use
SFLMODE(&mode) if you need to know the current state of the subfile
when the user pressed Enter or Fx.  If this field is moved to *IN39 in
the example above, you will automatically retain whatever state the
user previously selected when you redisplay the subfile.  (Admittedly
not what you want here, but may be useful to you in other subfile
programs.)
