Technically they do not require restricted state, but internal objects
should not be used by any job on system.
It means, that all DLS (Document Library Services) users should be stopped
- like MSF, SNADS etc.
Sometimes it's not easy to weed out all such jobs, so it's easier to go to
restricted state.

Do RCLDLO and RGZDLO both have to be run with the system in a restricted
state?

To run RGZDLO, no processes can be accessing the office files in QUSRSYS
library.

We have to end subsystems: QCMN,QSNADS,QSERVER & QSYSWRK to run RGZDLO
if
we want to run it without doing a ENDSYS to get a dedicated system.
