Do RCLDLO and RGZDLO both have to be run with the system in a restricted
state?

To run RGZDLO, no processes can be accessing the office files in QUSRSYS
library.

We have to end subsystems: QCMN,QSNADS,QSERVER & QSYSWRK to run RGZDLO
if
we want to run it without doing a ENDSYS to get a dedicated system.
