We upgraded one of our systems from V4R1 to V4R3 without applying PTF's perm 
and I didn't notice any issues.  It may have taken longer (according to the 
documentation), but I had no other reference to tell if that was the case.  I 
don't think you need to worry.  It took us about 3-4 hours on a 510/2144 (with 
some older 9337's still in use).   Good Luck!
