Fuel Tax system

Hi,
 
We are a truck leasing company and we are looking for a fuel tax package (preferable for the AS/400).
It should be able to:
    enter the trip reports
    print the tax forms (by state)
    provide reports to support the tax declaration
    support multiple accounts (customers)
 
Any input will be deeply appreciated.
