Are you sure these are prestart jobs?  More than likely, it's index build
processes resulting from your restore operation.  Can you tell us the names
of the jobs, and what function they are performing (under STATUS in
WRKACTJOB, such as IDX-FILENAME or DEQW or whatever)?
