You certainly can do it that way as well.

Once you get to V4R4, this whole Netserver startup problem goes away.
Netserver, under V4R4, is a 'TCP server', which gets started through the
regular STRTCP/STRTCPSVR method.  You are then no longer dependant on
whether QSERVER starts first, whether the autostart job entry is there or
not, etc.
