CPYTOTAP is release-indepedent.
If it's source then you can write a routine to CPYTOTAP each member as a
separate SEQuence number. Then restore or write a similar routine to
CPYFRMTAP each SEQ.

Anyone ever managed to do this - our 4.3 OS400 will only allow SAVOBJ and
SAVLIB to 3.2.

I have an F10 3.1 to load to - any solutions without upgrade or
intermediate machine?
