We are on V3R1M3.  Before I do the suggestions others have made (about
doing a custom install and making sure to get all parts) let me just
check... do I need to be on V3R2 to get the "network" thingy (technical
term) to click on?  :-)

You probably are on an earlier version of Client Access.  Try upgrading
