Bear with me a moment (I'm trying to think outside of the box! <grin>)
Fixed format records are a legacy of unit-record (punched card) equipment. 
If your PC database can support it, perhaps you can use SQL on both sides 
of the transaction.  Maybe not, but I'm not let out of the box too often...
