Bob,

CHGCMDDFT CMD(SAVLIB) NEWDFT('endopt(*unload)') 

should do the trick for you, you'll have to do it on every SAVxxx command
you use. 

This will change the default on the command in QSYS. You will have to redo
this everytime you upgrade. As an alternative you can create a library and
put it in you system library list above QSYS, place a copy of the command
there and change the copy.
