Have  you considered using queue records.   i.e  The jobs write a specific
queue record when they start and delete the queue records when they end.
Your monitoring  job would try to   retrieve the queue record . If the
queue record doesn't exist then the job  could   make the assumption that
the   job in question was not running  and  thus submit it.
