If what you are asking is: how can my data base contain a field that is private,
you may want to create a physical file which "excludes" all authority, but have 
a
logical view which is made "public" with a subset of the fields that are allowed
for public consumption.

But then again, If you are setting yourself up to kick an AS/400 down a flight 
of
stairs, run over it with a fork lift, attempt to drown it with a fire hose, see
earlier posts or send inquiries to inmate@bighouse.au ;-)
