There' one more thing to look at.
Newer 6xx models have a different comms adapter. It should work the same as
old ones, but sometimes it does not.
I've had a problem once when new adapter just would not talk to a modem. I
changed duplex from *FULL to *HALF and it helped.
Mayb it's a red herring, but it's easy to test...

This sounds like an upgrade of an existing site that WAS working but works
no longer.  When debugging these things, it's often helpful to do some line
traces: STR, END, PRT, DLTCMNTRC as well as TRCICF.  Also, look at STRITF
to get a quick glance at the data that is coming in.  You should also be
able to use a PC with Procomm or Crosstalk to log the data.  Carefully
check the line connections - you'd be surprised at how often a bad cable is
the culprit after a move!  Also, carefully check the line/controller/device
descriptions.  Especially important are baud, parity and word length.  If
there are modems involved, were they powered off/on during the upgrade?
Sometimes you need to set a modem's "initialisation strings" after the
modem gets powered off - these can be finicky, and the modem manual can be
of some (small) help.  The key is to isolate what changed from what stayed
the same.   As a last resort, recompile the ICF files and HLL programs with
the latest batch of PTFs installed.
