James,  we are running CA v3.1.3 SF48155 and are not currently having
problems.  we did have problems with earlier versions of CA.  BTW we
are now using Netscape.  IE4.1 did seem to help.  And there was some
inconclusive evidence that the order they were installed on the box may
have effected performance.

  We have problems sometimes like the one you describe and it
frequently is
caused by a new WSOCK32.DLL being installed by a new program
upstream in
your path on the PC.  Client Access needs a WSOCK32.DLL that is 65k in
size,
at least in our environment (Win 95 and Novell) this is the case.
