I can't uninstall IE 4.0 because I am using Outlook 98(Requires IE40) with
Microsoft Exchange Server for internet mail at work.  Is there any other way
to fix it besides uninstalling IE4.0?

  We have problems sometimes like the one you describe and it frequently is
caused by a new WSOCK32.DLL being installed by a new program upstream in
your path on the PC.  Client Access needs a WSOCK32.DLL that is 65k in size,
at least in our environment (Win 95 and Novell) this is the case.
