Your 14 logicals are probably built over physicals that don't reside in the 
library you are restoring.

I am trying to restore objects from tape to a test library.  I have done
this exact same things many many times before.  I am using RSTOBJ OBJ(*ALL)
and specifying the tape device and the library to restore to.  Of the nearly
600 objects, 14 were not restored - remember, I specified *ALL.  I have
cleared the library and repeated this process (several times).  Each time,
the same 14 objects do not restore.  I have confirmed that they are on the
tape and I can restore them selectively by specifying the name of the object
in place of *all.  I am signed on as QSECOFR, and the job log provides
little feedback (other than saying 14 objects were not restored).  Can
anyone shed some light on this as to why these particular objects are being
ignored.  The only thing I see that they have in common is they are all
logical files (yet other objects of type LF were restored).  HELP!  And
thanks.....
