It depends on what your definition of "utilization" is...
The 40% guideline in the Performance Capabilities Reference refers to
"disk ARM utilization" (how busy).  Some of you are confusing this with
"disk SPACE utilization" (how full) which most of my customers run at
70-80%.  I haven't seen published guidelines on disk space utilization.
