I work with a vendor application that is constructed in the same manner. Each application has a program library and a file library. Obviously, more than 12 applications will cause you to have to do some swapping. Some applications are dependant on others, but for the most part they are stand alone. It turns out that most users work in only a few applications, and therefore we were able to create a set of library lists that represent a user type, and then assign each user to a type. The library lists for each type of user are stored in a file, and a CHGLIBL is done according to the type when the user logs in.
