To avoid the 25 library limit is a design issue. IMHO, any application designer that would require that many libraries should be taken out and...... well never mind.... If the calls are by command you can qualify the library without adding to your list. Otherwise the program making the call must determine if the appropriate library is within the currently active list and if not arbitrarily kick off any other library. If -all- programs do this, you could get some really high activity on RMVLIBLE/ADDLIBLE and we get back to a design issue. If the application you purchased does not qualify it's calls by library name, there is no reason that you could not take all products and place them into a single library.
