In a "mixed" environment (legacy code side by >side with new development) there's a feeling that using >2 versions will be hard to maintain. As a programmer coming into the RPG world from the Pascal/C/Basic world, I must say that I like some of the things that RPG ILE has added to the language that were not in RPG II/III/400. I like the idea of modularity and calling functions to do specific tasks. The fact that these functions don't have to be re-coded every time they are used in a program is a time-saving benefit. I cast my vote for RPG ILE.
