Yes.  You may notice if you enter the command again that the "Elapsed Time"
field is equal to the amount of time since the command was first entered.
The system continues to gather information regarding system usage during the
time you are not viewing the screen.  It would otherwise have no way of
knowing the "CPU %" of a job during the time elapsed.

I would, however, be curious to know how much this "backround" process
requires from the system.  Any thoughts?
