ILE programs, by defualt, do NOT run in *NEW AG.  It will be whatever
the command defaults are for the CRTBNDRPG, or if you use CRTPGM, the
command default there (which I just saw is set as *NEW on our system).

Anyways, if you're using option 14 from PDM to compile, which is most
likely the case since it was a conversion from RPGIII to RPIV, this will
use the CRTBNDRPG command.  I still think that even if they all ran in a
*NEW AG, this wouldn't result in 14 seconds of delay, even on the
slowest of systems.  Then again, I could be wrong.  Who knows what kind
of other programs are running, or queries for that matter.
