When you save programs from RISC to CISC, only program template is saved
(RISC executable code is useless on CISC). So when program is
subsequently restored on CISC, system has to generate executable code
from program template.
This is a CPU-intensive task - actually it's part of compilation
process.
So if you restore lots of programs, slowdown is inevitable.
