Bill, I would not assume that library lists cannot accomplish what you need. Using authority you can certainly prevent your developers from updating production data unintentionally. We use a combination of adopted authority and routing programs to accomplish this. We have been using this for about 10 years, and have not had any problems. I attended a presentation by Steve Glanstein at Common that describes this type of environment. I think he called it resource based authority.
