The "Promoter" function in MIMIX allows you to Promote a changed record
layout from a staging area to production while the file is being updated...
so you have minimum downtime.  Basicly, it tracks the updates to the file
while it's being updated until you are ready to commit the change to
production (along with the necessary program changes).
