I remember using INHWRT a long time ago.  If I remember correctly, the   
program ran just fine, and the database writes were indeed discarded.  No   
muss, no fuss.  I was pleased as punch. :-)

I have _never_ used this, but there is the following:

OVRDBF FILE(filename) INHWRT(*YES)

"INHWRT" parm is inhibit write.
