Sounds like a new client. I keep a list of "minor irritants" for all of my
clients, These are thinks that are annoying , but not show stopping. They also
appear to be small  in terms of time required to complete. Then, when I have a
slack period, I arrange to work on these items. I fill my time, they get value.

If it is a longer term holdup, ie. awaiting management approval, I usually can 
go
to another clients. Most of my clients allow remote access, so I can add another
hour a day to my life, and help the environment, just by avoiding traffic!

Remember the Golden Rule - The Customer is RIGHT, even when he's wrong.
