As a consultant this is an occasional problem.  My general rule is
that the customer get's charged if Both of the following are true: 1) I
had to reschedule someone else to get there and 2) the customer has a
'weak' reason for canceling. Weak reasons are things like "I'm too
busy", "Something came Up", "I just am not ready for you" and the like,
Stronger reasons are along the lines of "All the magic smoke leaked out
of the system (System Crash)" or "The needed equipment is here but does
not function".  Using "The stuff didn't arrive" is no good.  That's
passing the buck and they scheduled you based on that vendors promise of
delivery.

  Generally of course you don't want to irritate the customer. Mostly I
reason that a happy customer is a repeat customer so no charge is the
default.  Of course if the customer is one you don't want real bad
anyway, then.....  And then there's the availability of a tee time....
