Not sure what would be causing this but here are a a couple of things to check; 1) If the users have profiles on both systems, make sure that they are not disabled on the remote system. 2) Take a look at the joblog for the local printer. There should be some kind of message as to why the job is not sending. 3) You may also want to check the authority of the user to the remote out queue.
