No, you don't need nor do you want to create the dummy PF. Instead, you use the CRTRPGPGM (or the RPG IV equivalent) and use the OVRDBF command immediately before this in order to compile the program. I don't remember the exact format and procedure, but hopefully this will put you in the right direction.
