Your suggestion was an excellent one, and actually the one I used.  The problem
continued to occur on a PC, but now that it was occurring on a computer the ISP
understood they were willing to consider the possibility that the problem was on
their side.  It turned out the level of firmware they were on for their modem 
DID
NOT support SL/IP!  One quick download later they and I were back in business.  
Two
whole work days wasted because they wouldn't beleive the problem was not my 
strange
computer, the little known IBM AS/400.  One tech support person was convinced I 
just
needed to "reboot my computer".  I still get a chuckle from that one.
